Study: OSHA can do more to encourage employer compliance

OSHA can use four basic strategies to encourage additional employer compliance with safety and health regulations, and the implementation of safety programs, according to results of a study conducted by Congress' General Accounting Office.

The study suggested:

  • Providing more incentives to encourage additional employers to voluntarily improve workplace safety and health.
  • Promoting more systematic approaches to workplace safety and health.
  • Focusing more specifically on high-hazard, high-injury workplaces.
  • Using third-party approaches to achieve voluntary compliance.

GAO concluded that, so far, "OSHA's voluntary compliance strategies show promising results, but should be fully evaluated before they are expanded."
