'Management of Change' Is Essential to Safety

As operations change and new technologies and processes are introduced into the workplace, a systematic method for "management of change" is essential to ensuring continued safe operations, according to a Safety Bulletin issued by the U.S. Chemical Safety and Hazard Investigation Board.

Based on an analysis of two chemical plant explosions, the bulletin said a management of change methodology should be applied to operational deviations and variances, as well as to pre-planned changes involving new technology, processes or equipment.

Among the bulletin's recommendations are:

  • Define sale limits for operations and train personnel to recognize significant deviations.

  • Authorize changes at a level commensurate with risks and hazards.

  • Communicate the essential elements of new operating procedures and potential hazards in writing.

  • Provide training in any new procedures.

  • Conduct periodic audits to ensure that written procedures are accurate and being followed.
